Prisoner Ombudsman publishes report into a Death in Custody

Published on June 09 2025

Mr Purdy was committed into custody at Maghaberry Prison on 20th August 2021. Between the time of his committal and the time of his death, he spent considerable time as an inpatient in hospital.

During his time in Maghaberry, Mr Purdy’s complex health and care needs meant he had regular contact with the Healthcare in Prison team. He was admitted to Lagan Valley hospital on 18th February 2022.  On 15th April 2022, while in Lagan Valley Hospital, he suffered a stroke and passed away on 19th April 2022.

As part of the Prisoner Ombudsman’s investigation into Mr Purdy’s death, a Clinical Reviewer was commissioned to review the care he received during his time in Maghaberry prison. The Clinical Reviewer found the care Mr Purdy received while in custody appeared to be at least equivalent to the care he may have received and in certain aspects far exceeded that which would be received within the community.

The Prisoner Ombudsman accepted the findings of the Clinical Reviewer, his reports notes he was satisfied that the NI Prison Service provided appropriate care to Mr Purdy.

Speaking on the publication of the report into Mr Purdy’s death, the Prisoner Ombudsman, Darrin Jones, said:

“During his time at Maghaberry Prison, Mr Purdy had a range of complex illnesses, and required considerable support and care. What we have found in this investigation is that the Healthcare in Prison team did meet his needs. I acknowledge that Mr Purdy’s death will have been very difficult for his family, and I hope that this report can help answer any questions they may have about his care.

“I would like to thank the NI Prison Service and the South Eastern Health and Social Care Trust for their co-operation with the investigation conducted by my Office.”
